The role of IT innovation has changed from conventional cost reduction and efficiency improvement to enhancement of public sector agency’s flexibility and adaptation to changing environment. However, a comprehensive literature review reveals that there is a lack of study of which reasons persuade the public sector to implement information technology (IT) innovation, as well as which factor and how affect the level of IT sophistication in this assimilation process and the effect to the operational effectiveness. Based on Diffusion Innovation Theory (DOI), and Technology-Organizational-Environmental framework (TOE), nine determinant are proposed to influence cloud computing assimilation. A measurement scale is developed by adopting from prior empirical studies and the context of cloud-based resources and services implementation in the Malaysian public sector were tested and evaluated using survey data from a sample of 169 agencies. Our empirical analyses lead to several key findings; Technological factor is significantly affects the relationship to cloud-based services and resources Initiation and Implementation by the agencies in the Malaysian public sector. Organizational factors significantly affects cloud-based services and resources initiation, but not significantly support the relationship to its implementation. However, Environmental factors significantly affects cloud-based services and resources implementation, but not significantly support the relationship to its initiation. Initiation to cloud-based services and resources by the agencies in the Malaysian public sector is not significantly support its implementation. The Implementation of cloud-based services and resources by the agencies in the Malaysian public sector significantly affect IT operational effectiveness

Dam plays a crucial role in water security. A sustainable dam intends to balance a range of resources involves within a dam operation. Among the factors to maintain sustainability is to maintain and manage the water assets in dams. Water asset management in dams includes a process to ensure the planned maintenance can be conducted and assets such as pipes, pumps and motors can be mended, substituted, or upgraded when needed within the allocated budgetary. Nowadays, most water asset management systems collect and process data for data analysis and decision-making. Machine learning (ML) is an emerging concept applied to fulfill the requirement in engineering applications such as dam water researches. ML can analyze vast volumes of data and through an ML model built from algorithms, ML can learn, recognize and produce accurate results and analysis. The result brings meaningful insights for water asset management specifically to strategize the optimal solution based on the forecast or prediction. For example, a preventive maintenance for replacing water assets according to the prediction from the ML model. We will discuss the approaches of machine learning in recent dam water research and review the emerging issues to manage water assets in dams in this paper

Over the past three decades, studies on entrepreneurship reveal its main components, particularly for new venture creation processes and have been widely discussed by the researchers. An entrepreneur is the main actor in entrepreneurship who is responsible for a new ventures creation. Most of the previous researchers had studied aspects of entrepreneurial cognitive and motivation have approached the process of new ventures creation in general, but overlooked on the e-commerce ventures. The past studies paid the least focus on entrepreneurial competencies which lead to e-commerce new venture creations. In order to fill the lacunae, this study aims to identify the role of cognitive, motivation and competencies that contribute to the creation of new e-commerce ventures in Malaysia. The case study approach was used by interviewing a total of 12 e-commerce entrepreneurs from May 2013 until December 2014. The findings revealed that personal background, work and business skills are among the important factors in the creation of new e-commerce ventures in Malaysia. As entrepreneurs are motivated internally and externally, findings from this study identified 2 types of entrepreneurial motivation which are related to internal motivation; (i) need for achievement and (ii) interest. On the other hand, external motivation as a result of interactions with conducive environment such as customers, family members and industries have increased entrepreneur’s motivation that gives impact to business success. Research findings also have found that entrepreneurial competencies in both computer and communication skills are largely contribute to the creation of new e-commerce ventures. Hence, the government plays an important role in entrepreneurial activities through the encouragement of entrepreneurs’ cognitive ability, motivation, and improve their entrepreneurial competencies. It is certainly that entrepreneurship is among the vital business market that boosts the economic development of the country through the emergence of new ventures in the future. No full text
In the twenty-first century, the use of software is growing due to many applications requiring large and complex software. Many people do not realise that the use of software has influenced the operation of computer hardware to move indirectly as it affects the hardware’s energy consumption and carbon emissions. Previous studies focused more on models and tools to measure the impact of power consumption and energy efficiency from hardware than on software development studies. Energy consumption can be optimised by the greening software process throughout all phases of development activity. Besides, the current green software process models are more focused on environmental and economic elements and do not integrate with the waste elements in the development phase. Integrating sustainability and waste elements is essential to ensure that the development process complies with green process standards. A qualitative method is used through interviews involving eight informants from Malaysia’s public and private sectors. The objectives of the empirical study are to reveal the current practices of the green software process in industry, identify software process waste and determine green factors associated with the software process. The analysis is guided by a thematic approach using Atlas.ti 8 software. This paper describes the results from the qualitative study that consists of three main themes: best practices of a software process, nine software wastes (building the wrong feature, rework, unnecessarily complex solutions, extraneous cognitive load, psychological distress, waiting, knowledge loss, ineffective communication, delay), and six green factors (resources, people, organisational, technical, environmental, technology). The analysis findings indicate that the software industry needs elements of best practices, green practices, and software technologies in each development phase to produce a green and sustainable software process. The advancement of computing today presents technology as an essential factor in green elements to ensure that the software process is constantly updated and always green
